How to Get a “Marriage License” in Carroll County Maryland. How to have a Courthouse Wedding in Carroll County, MD if you choose.

Getting married is one of the most amazing times in a couple’s life. There are parties such as engagement parties, showers, rehearsal dinners and then the wedding day. Amidst all of the wedding festivities are the MUST DO things one of which is obtaining your marriage license. Here are some helpful tips and information so that you know what to do and expect.


1)      You MUST obtain the marriage license from the county in which you plan to be married. Knowing that, first and foremost you need to find your wedding venue so that you apply in the correct county. So, you may reside in Carroll but decide to get married in Frederick County. Then you license needs to come from Frederick MD. However, if you reside in Caroll and you are getting married in Carroll you get the license from Carroll County Courthouse. NOTE- If you reside out of state, you may go to your local courthouse and get an affidavit. You may then fill out the application for Carroll County, attach that with the affidavit, fee, then mail it in. I would do that certified mail so that someone needs to sign for it to ensure that it got there. Likewise, they will then mail the marriage license back to you through regular mail. I would do this way before you need it in case something gets lost, and you need to resubmit everything. Personally, unless I lived really far away, I would just go there and get it done.

2)       Both parties in the couple no longer need to be present. At one time you both needed to be present to apply, but happily that has changed. However, you must make sure that you have proper ID for both of you such as a driver’s license, MVA identification card, birth certificate or passport. A photocopy of the absent persons identification is acceptable identification.

3)      Go to the clerk’s office located at. 55 North Court Street, Westminster, MD 21157

4)      You may fill out the application in person or go online – https://mdcourts.gov/clerks/carroll

5)      If you reside in Carroll County you must apply in person. If you reside outside of Carroll County you may download the form to fill out in advance and go online don’t forget to print the application to take with you. The form can be found on www.mdcourts.gov.

6)      The information is pretty basic. However, if either party has been married before they must provide the exact date and state of each divorce or death of spouse (include month, day, and year). Supporting documents must be issued if it has been less than 30 days since the divorce or death.

7)      Cost- make sure that you have cash or a credit card to pay the $35.00 fee

8)      You will be able to take the marriage license with you that same day.

9)      Your license is not effective until 6:00 a.m. on the second calendar day after it is issued, unless otherwise specified on the license.

10)  The license is good for 6 months

1)      You must make an appointment at least 24 hours in advance.

2)      Appointments can be made over the phone

3)      You may pay the $25.00 fee on the day of your wedding

4)      Remember that you must wait at least 2 days after you get your license to get married, before your marriage will be consider valid.

5)      Return to the 55 North Court Street location and proceed back to the clerk’s office where you received your marriage license.

6)      The ceremony will take place in a ceremony room or on the Court House grounds.

7)      The ceremony typically takes 3-4 minutes

8)      You are allowed 4-6 guests

9)      No décor or throwing of rice etc.

10)   You may have a photographer take pictures during the 3-4 minutes ceremony time in the room. You may also go outside the courthouse and take picture there as well.
